Harassment of Several Neighbors
Myself and many of my neighbors are being endlessly harassed by a neighbor whom we have all tried at one time or another to be friendly to but who seemingly has no interest in maintaining friendly relationships. To Some of the harassment has included, accusations of cruelty to animals, running illegal businesses out of homes, illegal construction on people's property, mailing letters both anonymous and not to complain about what they consider wrong behavior, accusing others of trying to run them out of the neighborhood, neglecting their children and many other things. There have also been many comments made at one time or another to neighbors alleging the same things. There was a past incident of them harassing a neighbor to the point of a physical altercation ensuing. This neighbor also goes out of their way to annoy others whether it be playing the radio loud, running lawn equipment after dark or anything
else that can be done to make noise and annoy. All noise stops at night right before the law states that it must. Rather than spend their time in their private backyard they do so in their driveway. Many of us have had enough and are ready to take action but wondered what if anything we as a group can do?

There is probably not much you can do other than to ostracize the neighbor. As long as the neighbor does not violate the law, he/she has the right to the quiet enjoyment of his/her property the same as you do.
If the neighbor has crossed the line and any of the actions do violate the law, then you can individually prosecute them in a civil court. Unfortunately, simply being a bad or inconsiderate neighbor is not governed by law.

If you don't have a homeowners association or anything similar, then you would have to go to court. An attorney will need more facts to know if you have any claims--e.g., defamation. People like this usually make enough legal mistakes to get them on something, but you have to find them.
