issuance of a summons

in the state of florida when a third party summons is to be issued, is the summons issued (signed) by the deputy clerk of the county where the complaint was filed or can the third party summons be issued from a deputy clerk of in the county of the defendant- third party plaintif. If have read the florida rules of civil procedure rule 1.070 though it does not specifically say anything regarding who/place where the summons has to be issued.
