If a judgment has been awarded against me. Can I sue anyone else, or do I have to pay the judgment first?

Hard to know without knowingthe fats, but I see no reason why you can't sue. You would not generally need to pay the judgment first. It is possible, though, that you should have sued in the original suit and that you cannot do so now.
