You need a lawyer to file a claim for breach of contract. The court will issue a judgement if your claim is valid and is still not paid at the time you go to court.

Small claims you can do yourself.

You do not need a lawyer if you are an individual. You need a lawyer only if you are a corporation or other legal entity. The person who said that you need a lawyer to file a breach of contract action is absolutely wrong.
