Legal Action against a journalist (local newspaper)

Can legal action be taken against a journalist (newspaper) for fabricating and taking given information and using it out of context?

Only in extremely rare cases. It's that pesky little First Amendment. It is very hard to prove a case of libel against the press and they tend to fight it tooth and nail.
