Is it legal for a judge to issue a civil judgement against someone wothout ever actually contacting the person who is being sued ?

The judge doesn't contact you, the plaintiff does.

The person who is suing you (the Plaintiff) had to serve you with a summons and complaint. If you do not answer the complaint within the specified time (20 days), a default judgment will be entered against you. Contact an attorney or the clerk's office for more information. Regards,
