As a general rule, the cable companies do not accept any responsibility or liability for an act of nature. Heck, they do not like to accept responsibility for their own negligence let alone that of nature. I doubt you will have much success in dealing with the cable company unless you take a chance and sue them in court. I have not done the research and do not know what would happen in court.
