How is misrepresentation by impuning actionable?
Is there a case to persue for impuning unethical, imoral and corrupt behavior to a person?

Probably not, but your question is too broad to really be answered. You would need to provide more facts. If the facts were correct, you could have a claim for slander or defamation, but you need some damages and it has to be more than just someone's opinion.
