loaned someone $5,000 in smaller amounts to relocate to new job paid back $1500 refuses to pay rest wont allow me to contact him

You asked about recovering loaned money.

This would be a great case for a small claims suit. You will probably need to sue in Florida, but you could also sue in PA if you can get him served with process when he is in PA.

Depending on your proof it may be cost effective to hire an attorney in Florida to prosecute the claim.

Be cautious about when to file as your claim and the court process have strict time-lines.
