Not so nice neighbors

My neighbor is a delusional paranoid schizo. He constantly prowls the neighborhood and photographing everything. He even has a video camera facing out his window. Needless to say, it makes everyone in the neighborhood uncomfortable. Is the anything that can be done?

The general behavior you describe would be within this neighbor's rights as long as the neighbor does not trespass onto land where they know they are not permitted to enter. "Trespassing with their eyes" is not a valid basis for a court action unless the neighbor does something so that they can view into an area that the general public would not be able to see--for example if they hid a camera in your house without permission.

Behavior that is intended to scare or cause violence may be a basis for a police complaint and a civil court action for a restraining order, but this neighbor does not appear to be doing these things.
