My niece keeps giving my address fraudulently when it comes to anything she is going to be charged for, Like I got a Verizon bill today from a credit collector!
She does this constantly.
I told the post office not to deliver the letter here, but sometimes they do anyway..
I'm tired of receiving them.
I think I can find her mother's address, but when I call her, she does nothing.
My niece also owes me quite a bit of money.
How can I report this or who do I report it to?

You use the term "fraudulently" very loosely here. This is not fraud. I realize your neice does not live at your residence, and you should not be her billing address. You can do a couple of things: 1) keep giving the mail to your neice; 2) tell your neice to change her address with her creditors (you didn't say you even asked your neice yet); 3) mark your neice's mail "RETURN TO SENDER" and put it back in the mailbox for the USPO to pick-up; 4) either you or your neice can go on-line on the USPS website and file for a mail forward from your address to her residential address. Caveat with option 4: when you request forwarding of mail from an address, sometimes the USPS gets confused and forwards ALL mail from that address - especially if the last names are the same - so it's possible you won't get your mail for a while either until it is straightened out.
Best thing to do is talk to your neice and make her change the billing address to her residential address. If she's old enough to have her own bills, she's old enough to handle this herself without her mom's intervention. But, if she lives with her mom, maybe she doesn't want her bills going to her mom's house for some particular reason. In any case, you won't know unless you ask her about it.
