Where can I obtain the paper work in order to sue someone in civil court? I believe it might fall under general civil law

depends on what you mean and which court. the clerk of the county court will have forms to fill out to commence an action in County Court. Circuit court is a little different and, depending on the nature of the claim, you may need the assistance of an attorney.
