We live behind a 9 acre parcel of property that is being commercially developed. At a City Coucil Meeting the Developer made what he called ''Several Substantial Concessions'' to the residential neighbors of the property that would be included in the development of the property. Now that the building is proceeding, these concessions are NOT being included. Is what is said at City Council Meeting binding?

Without knowing more, it is impossible to give a valid response. Generally, any concessions promised in a public forum must be provided by a developer. You should go to your city council and advise them that the developer has breached its promises and ask for the city to require them to perform. You can also write to your local newspaper and voice your feelings. Perhaps the newspaper will investigate and report about it which could bring action.

Mr. Jay is correct. Promises made to the City Council need to be enforced by the City Council. You can start a campaign and you may have some sort of inverse condemnation claim, but only an attorney could tell you that after going over the facts.
