Purchased car 10 months ago and have not received title

I purchased a car 10 months ago from a wholesaler. He had gotten the car on a line of credit from a dealership. He still owes the dealership $2600. The dealership will not release the title to me until they receive the money, but the amount is too small for them to go after the seller. It appears that the person I bought the car from has no intention of paying and will not return my calls or the calls from the dealership. Can I take the seller to small claims court and sue him for the $2600 (plus ~$1000 I paid him for taxes and a new tag), so that I can pay the dealership and get the title? I know that he doesn't owe me the money directly, but there must be a way that I can force him to get the title. Also, I am in Alachua county, but the seller is in Dade county. Can I file in Alachua county?

You can sue in small claims court up to $5,000. You will have to sue him in Dade County. Good luck.
