Is there a small claims court in Florida? There has been a water leak from the apartment above me causing $750 damage in my apartment. I tried to get in touch with the owner who lives in Columbia. So far he has ignored my requests for reimbursement.

You will have a problem serving papers on someone who lives in Colombia. Perhaps your lease has notice and/or dispute resolution procedures in it which you should follow.
