Legal Question in Civil Litigation in Florida

getting a subpoena to depose FL witness

I have a court order/commission from California authorizing me to depose a guy in Florida. As far as Florida statutes, I found 92.251 (the UFDL) as well as 48.031 on how to serve the subpoena, but how do I actually get the subpoena to issue in Florida? Do I have to file a lawsuit? Or just some kind of petition with the circuit court where the witness resides?
