No, not based on what you have stated. You will have to give the dog back if you are just doggie-sitting for a while.

If she has mistreated the dog, you report her to the animal control authorities in your area (county animal shelter, ASPCA, or Humane Society). They are the only ones who can terminate her ownership of the dog for having mistreated it.
