Is it legal for an ALF to tell residents they MUST change their pharmacy to one chosen by the facility, or pay an additional 75.00 per month rent if they do not?

A private business has a lot of discretion in how they operate. If the terms you refer to are in the contract and the patient/family agree to it then it is likely just fine. I would assume the reason for this practice on their part is that they are responsible for obtaining the prescriptions for the residents thereby making it easier for them to get them all at one pharmacy.
It's not as if they are denying residence if you choose another pharmacy.
