How can an idividual falsly accused of mental illness protect themselves against future exparte or baker act situations after previously being victimized by the legal and mental health systems?

There is not really enough information in your question to give a meaninful answer. The Baker act, found beginning at section 394.451, Florida Statutes, has a number of protections for individuals accused of being a danger to themselves or others.
