Legal Question in Immigration Law in Florida

I am an american citizen and would like to claim my mother from Spain.She has a Cuban nationality and does not have legal residency in Spain where she has resided for the last 3 yrs. She is registered in Cuba's council in Spain. What is the proper procedure to follow to legally claim her to live with me.
