Legal Question in Immigration Law in Florida

may I get my certicated of citizen with the form G-639 even if I never saw by my owns eyes this documents, just because my parents never give to me and I never asked for until i was need in order to get my passeport US i'm 64 years old. my parents were citizens both are death manys years ago.
