Legal Question in Immigration Law in Florida

How can I get a certificate of citizenship, since I was born abroad in 1938 and nodocuments except a German birth certificate? My mother was an American citizen, but I have no papers except her social securtity card.Everything was stolen, including my expired Us passport.
