If you are a citizen can you file for someone who was deported 15 years ago?

It really depends. We need to know more about why they were deported. Ultimately, they may likely need a waiver at a consulate (when their visa is made available). Otherwise, we'll also need to see if you have a qualifying family (or employment) relationship with them.
