Legal Question in Immigration Law in Florida

I did not file taxes for 7 years in the past, I am a long term permanent resident (25 years) now I want to apply for citizenship and i filed my taxes for the last 5 years.

In the application for naturalization there is a question asking if you ever failed to file state or federal taxes since becoming permanent resident, I assume i have to mark yes,

Does that makes me ineligible for Naturalization???

You may not be explicitly ineligible under the statute or regulations. But you may have a problem or questions concerning your good moral character. As well, findings of lack of good moral character can be considered from beyond the 5 year statutory period. This finding would be made at the discretion of the officer considering your application by looking for behavior when measured up to the standards of the average citizen in the community. Since average citizens pay their taxes, it could cause USCIS to question you about it.
