I heard a new law let people who buy a property in florida ask for green card/?IS it true? what conditions are established on that?

I believe that whoever told you that was mistaken. There are investor visa's but they require establishing a business of significant value that employs a certain number of people full time. There is no way to obtain a green card simply by purchasing property.
