M-1s cannot change to F-1, unless there was a mistake in classifying you. M-1's student may not obtain an H-1B if the education or training which you received while an M-1 student enables you to meet the qualifications for the H-1B. Otherwise, it is a government rule that you cannot change status from M-1 to F-1.
