can you marry a person who is visiting the u.s. on a tourist visa?

Well, assuming your not already married to somebody else you can pretty much marry who ever you want to. If you are a US Citizen you can then sponsor them for lawful permanent residence (green card). They can apply for a green card at the same time and, again assuming their entry into the US was legal and they are not excludeable for some other reason, they can get work authorization and stay here while the case is being processed.
