Military dependant born abroad

My son, now 17 is trying to get a learner's permit in Jax florida. He was born in Australia in 1990while I was stationed in the Navy in Exmouth Western Australia. I have the birth certificate from Perth but the DMV says he is not American. The Naturalization process is confusing because nothing is helping me with the fact that he was a miitary dependant. What should I be doing? What department, all the Naturalization papers pertain to adults born in another country trying for U.S. Citizenship. Doesn't he have dual citizenship until 18? I called everywhere and I cannot get help.

I am assuming you are a US citizen, but if that is not the case, please let me know. You would not be looking at the naturalization process itself - in that you would not file for your son's status. You do, however, need to establish the chain that provides him citizenship - your citizenship, time abroad in the navy, his birth certificate, and your return to the US.
