hi i am a US permanent resident since 06/28/2007 when can i apply for my US citizenship?

This depends on how you got your green card. If you obtained it through marriage to a U.S. Citizen and you are still married, you may file for your citizenship after three years-meaning you may apply now. Otherwise you may apply for citizenship after 5 years of being a green card holder. You may file the application during the 90 days before your five years is up.
