i recently married my husband who is from mexico and he did not come in with a visa can he get legal documents

Yes; however, the process will require that he return to Mexico and seek a waiver of the 10 year bar to reentry that will be triggered when he departs the United States. Waivers can be difficult and there is no guarantee that he will be approved.
In this situation you should seek the assistance of a qualified immigration attorney. Waivers are not automatic and are frequently denied.
