Underage and engaged
I want to marry my boyfriend when he turns 17 and i'll be 19. He's an illegal alien from mexico and has never had a visa or passport. How do I go about getting married to him?

You'll want to marry him when he's legally able to marry and file immediately for a K-3/I-130 petition on his behalf.
It's also important that he leaves the U.S. by the age of 18 so that he does not accrue any unlawful presence (which starts after he turns 18 years of age).
That way, he can get his permanent residence ("green card") at the US consulate in Ciudad Juarez and re-enter the U.S. without any major problems.
