Auto Accident - No Info, Retrieving Deductible

My mother was rear ended, was naive enough to believe the other party had integrity, and did not wait for the police. The other party was driving a rental vehicle and gave her son's phone number and a phone number for her insurance company, which turned out to be a credit card company phone number. Upon calling the son, the son says he does not know anything and to quit calling him. She is filing a delayed police report but does she have any recourse for getting her out of pocket costs (ie, deductible)? Someone mentioned that the rental car company is responsible for paying this. Is this true?

She cannot make a claim with her collision carrier and then personally try to collect the deductible. It is up to the carrier to do that. In the alternative, she can try to collect everything from the rental car company.
