Insurance fraud?
Is it legal for my car Insurance company to not have warned me that I did not have full coverage on my new car?

They did warn you. They sent you a policy that indicated the coverage purchased and they sent you a declarations page stating specifically waht the coverage was and then they sent you an insurance card that stated the coverage you bought. You also filled out an application stating the amount and type of coverage you wanted.
