I assume that you were using a car that was not yours but that you had permission to do so. It is not clear from your question.
If you have a rental car, the contract you signed to rent the vehicle makes you responsible for bringing the car back in the condition in which you got it. Most contracts to borrow or use a car will so state. If you borrowed the car from a friend, you are not responsible unless you were negligent or unless you had a contract or understanding otherwise. I think most people who lend their car to another expect that as a part of the "deal" the car is returned with all its windows.
If you have comprehensive insurance coverage, it will cover the lss without any deduction.
