copywrights and artists
Can a painter or sculptor create and sell a painting or sculpture of a copywrited caracter or celeberity? i.e. a painting of Micky Mouse or a Sculpture of Cher. Does this change for one of kind pieces will not be reproduced?

No. You could ask for permission or purchase a license to reproduce the image.

Not without the written permission of the copyright holder.
It is the Image which is copyrighted, not the process. Reproducing a copyrighted image is what the law protects against.
The answer is no.
