If an employee takes a photograph of a company's building while on that company's time (clocked in), who owns the rights to that photograph?

It depends. If the employee takes the picture at the request of the company, then the company own the photo. If taking the photo has nothing to do with the employee's employment, the employee probably owns the photo.

If the employee was asked to take the picture for the employer and the camera was the employers then the employer. If the employee just snapped a picture, then the employee.
