Is it legal to copy a CD that is borrowed from a library onto my computer?
Is it legal if I use the files for personal use only and do not intend to share or sell them?

The short answer is Probably Not. The full answer would depend on the nature of the CD and the reasons you want the copy. Ordinarily, making a copy of a CD without specific authorization is Copyright Infringement. There are certain exceptions such as educational purposes that fall into what is referred to as "Fair Use" that would allow you to copy a CD for a very limited, personal use, but those exceptions are very rare and specific.
