Can I place trademarked images (e.g., Disney characters) on a website and make them available for printing (as coloring pages) for free without obtaining permission from the trademark holder?

This is a copyright question and the answer is no, you have to get permission from Disney.

Short answer is no. You are dealing with copyright issues and there are only a few exceptions to using copyrights under the fair use doctrine. Getting permission is a wise idea but you need to know who is the actual owner. Because there is a massive penatly for violating another's copyrighted images, I highly recommend you consult with an experienced intellectual property attorney before using them. i hope this helps.
