can i publish a restaurant menu on my site without permission

i want to put restaurant menus on my site. do i need the restaurants permission? if i do can i have an opt out process on my site.

You may violate copyright laws if you don't obtain permission. If you are doing reviews etc. you will likely get their cooperation since its more publicity for them.
