vehicle title

i am intrested in building a bike from scrap parts,if the frame doesnt have a title what do i need to do to title the bike?can i build the bike an file for a custom made title?even with the old vin #s on the frame? thanks for your help.

Bike's do not have title's like cars or boats, but you could go to the local police department and find out if the bike's serieal number has been reported stolen.
