401k rollover delays

I was recently terminated by an employer and opened a new roll IRA account to rollover my 401k assets under their old plan. However, they seem to be stonewalling my efforts to get my money out. The company who administers the plan says they are waiting for the employer to confirm severance date. What federal law governs this and how long can they hold my assets in limbo?
