Legal Question in Employment Law in Florida

I am an A/C technician and I worked 70 hours last week and my boss told me he was taking 16 hours and only paying me 8.00 and hour when I make 14.hr because he had call backs on some of the jobs I worked on. If he had another employee go out on a call I worked on even if it is only thirty minutes he was docking me for 4 hours at a lower rate. Is that legal?
