Back wages
my ex-boss refuses to pay me 2 back paychecks. He says he never saw them. (He has a history of doing this to former employees. I sent him a certified letter outlining days and hours worked with total amount of pay expected. He has 15 days to respond. My question: what if he does'nt respond with payment? Can I get the DOL involved to do the heavy work?

You can contact a private attorney like myself in addition to contacting the DOL. In addition to entitling you to be paid for the work you've performed, the law provides that your employer may owe you an amount equal to the money owed as "liquidated damages." You can try to get DOL involved but I am not aware of their assisting unless the case involves overtime or some other Fair Labor Standards Act provision. Check out their website at www.dol.gov.
About all you can do if he does not respond is file a suit in Small Claims court. If you win, the Judge will order that he pay the filing fee as part of the judgment.
