Brother fired for comments

My brother was fired for making a comment about immigrants. He and a coworker were talking and another coworker heard the conversation and complained. He was suspended and fired the next morning. There was no investigation and they refused HIS request to file a harrassment claim against his accusor, who he believes has it in for him. What can he do?
