Charge Fee for lost Payoll check

I have a former employee that I have had to cut 3 checks for the same pay date due to the fact that she has lost each one. My question is: can the company I work for charge her a fee to cut this third check to mak up for the amount we have to pay for the stop payments?

There is no legal regulation of this issue but because the cost to the Company is minimal, I would not suggest doing so.
