can a company legally force employees to sign a no compete contract and threated their jobs and hold their paychecks if they dont sign?

A non-compete can be a condition of employment and frequently is in many industries. If you don't sign, they can fire you or refuse to hire you. The cannot withhold a paycheck for work already performed, however.
