Can any sales based compensation plans be changed, for existing employees, from a base salary plus commission to 100% commission, without any discussion, notice or warning, in the State of Florida?

That may depend on any written contracts signed by the parties and any written company policy .

There is no legal restriction on changing such a compensation plan. Employers have the legal freedom to alter the way they pay their employees without limitation.
