Complaint Retailiation

About 10 weeks ago my district manager communicated to me I was the next to be promoted to get my own store. We received a new store manager who failed in every way. I tried helping him and informing him of problems but he could not fix them. I let the DM know and he didn�t do anything for 8 weeks. I wrote a formal complaint about site manager and his inability to perform his job. DM comes back and says, ''before the letter you were next to get a store, but now after this letter I do not know if that�s you''. And told I received a warning from my store manager for poor communication which he just rated me well on my review 10 days ago. I feel retaliated against. If I do not get promoted is there a legal action that can be taken. And also it�s been 7 days and no one has talked to him about his problems and I was told to tell him what he does wrong by my DM. Seem fair? You tell me. Thanks for all your help.
