Constitutional?
The director of your state agency makes the following statement to all new employees: ''If you want to get on my bad side, violate our discrimination policy. I'd rather fire you and deal with in court than address the issue otherwise.''

yes. All he is saying is not to violate the rules and that he will fire you if you do. What is your problem with that?
