Contract laborers were fired, and i'm not paying them anymore
i fired some contract laborers that were doing some sales and collections for me. i fired them due to suspecting fraudulent work. i did not pay them the last checks 'they were owed' b/c of reasons like, they did not work a full week, they left and went out of town..etc. we also 'chargeback' any sales deals that go bad and we won't be paid for..we take that out of the contractors checks weekly. since they will no longer be working for me, i've subracted the chargebacks from what they would have been paid..and they technically owe me money. they are threatened to charge me with 'theft of services' is this possble with contract laborers who did not complete services.?

There simply is not enough information in this question to form an adequate response. Were the contract employees paid a commission? Was there a written agreement? Were they employees or independent contractors?

The answer to this question depends on the terms of your contract with them, which I hope was in writing.
